How Bail Works

How do bail bonds work?

When an individual is arrested for a crime in the State of Washington. typically that person will be taken to a local law enforcement station for booking, prior to incarceration in a station lock-up or county jail. Once arrested and booked, the defendant has several options for release pending the conclusion of his or her case. Bail is designed to guarantee the appearance of a defendant in court at the time directed by the judge.

What are the release options if someone is arrested?

There are three basic release options available. The three options are:

What are Surety Bonds?

An alternative to cash bail is a surety bond. This process involves a contractual undertaking guaranteed by an admitted insurance company having adequate assets to satisfy the face value of the bond. The bail agent guarantees to the court that they will pay the bond forfeiture if a defendant fails to appear for their scheduled court appearances. The bail agent’s guarantee is made through a surety company and/or by pledging property owned by the bail agent.

For this service, the defendant is charged a premium (typically 10% of the bail amount in Washington). For example, if the bail amount is $10,000.00, the premium charged is $1,000.00. Prior to the posting of the surety bond, the defendant, friend or relative must contact a licensed bail agent. You can contact us toll-free at 800-622-9991 . Once a bail agent is contacted, an interview or appointment will be scheduled immediately.

By involving the family and friends of a defendant, as well as through the acceptance of collateral, the bail agent can be reasonably assured that the defendant released on a surety bond will appear at all of his/her court appearances.

After this procedure is completed, the bail agent will post a bond for the full bail amount, financially guaranteeing the defendant s return to court as scheduled.

With money on the line, the bail agent has a financial interest in supervising bailees and ensuring that they appear in court each and every time the court orders them to appear. If the defendant does not appear in court (skips), the bail agent has time and the financial incentive to find the defendant and bring him/her to court.

Cash Bail

Cash bail means a person must give the court or jail the total amount of the bail in cash. The cash will be held by the court until the defendant appears at all of his/her court cases and the case is concluded. Full cash bonds provide a powerful incentive for the defendant to appear in court. If the defendant appears for all of his/her scheduled court appearances, the cash bail should be returned in full.

Release on Personal Recognizance (P.R.)

Another method of release pending trial is through a pre-trial release program administered by the county or a law enforcement agency. Usually, the employees of these programs interview defendants in custody and make recommendations to the court regarding the release of individuals on their personal recognizance (i.e. without any financial security to ensure the defendant s return).

The interview process is often conducted over the telephone, usually with little inquiry into the defendant s background. The interview process attempts to determine whether the detainee is likely to appear in court. There is usually no verification of information provided by the defendant. Since no money, property, or bond is posted to secure the defendant s appearance in court, he/she faces no personal economic hardship from the conscious decision not to appear in court.

How much does a bail bond (surety bond) cost?

In Washington, the bail premium, or fee, is typically 10 percent of the full bail amount. For example, if the bail amount is $10,000, the premium charged is $1,000.

How much of the premium will I get back?

Typically the 10 percent premium is fully earned once the bail bond is posted with a jail or court. That is how bail agents and their surety companies make their money and pay their bills.

What is collateral?

Collateral is anything of value used to financially secure a bail bond.

What can be used as collateral?

Some examples of collateral include signature, credit cards, houses, cars, boats, jewelry or electronic equipment (you get the idea).

When will collateral be returned?

Collateral is usually returned when the court has finished with the defendant’s case(s), exonerating the bail bond(s), and when all fees have been paid.

How long does it take to be released from jail?

There are two types of jails: city jails and county jails. City jails are operated by city police departments and county jails are operated by the county sheriff. After a defendant is booked into a city jail (i.e. fingerprinted, photographed, warrants checked, etc.), it typically takes anywhere from 15 minutes to 1 hour to be released on bail. After a defendant is booked into a county jail, it usually takes anywhere from 2 to 6 hours to be released on bail. How to Clean Up an Oil Spill in the Kitchen

Today s post, How to Clean Up an Oil Spill, is not about saving the environment. It s about saving your kitchen floor! Yesterday, I sent a glass olive oil cruet crashing to the floor and was left with shards of oil soaked glass and a huge pool of olive oil soaking into the tile grout. I was able to save the day with a simple solution. Let me show you how I did it!

A few months ago, my family gave me just the birthday gift I wanted: An Olive Oil Cruet. (Yep. I had to look that up. I had no idea what it was called! Did you?)

I m pretty easy to please, since they only cost about five dollars. I have wanted one forever, but I just never got around to buying one. I loved my gift. I used it all the time. until I broke it!

Last night, clumsy me bumped it with my elbow and knocked it off the counter onto my tiled floor, where you guessed it it shattered. Cleaning up broken glass is difficult enough, but cleaning up broken glass covered in olive oil, sitting in a pile of olive oil is almost impossible! I was also worried because some of it landed on the grout. My sister-in-law once told me that her tile grout was ruined by an olive oil spill in her pantry. At least her grout was hidden in the closet. Mine was in the middle of the kitchen floor.

My fantastic husband quickly googled, How to Clean Up Olive Oil Spill, and I was saved! (Honestly, what did we ever do before Google?)

Here s what to do. (This is so cool!)

  1. Pick up the large pieces of glass (use a rag so that you don t cut yourself), and throw them in the trash.
  2. Carefully blot up any oil you can with paper towels. (You can skip this step, but you ll use more corn starch or oatmeal.)
  3. Sprinkle the oil mess with corn starch or oatmeal and allow it to sit for several minutes.
  4. Sweep up the corn starch and/or oatmeal with the remaining glass.
  5. Repeat until all oil is absorbed.

I started with corn starch, but moved on to oatmeal because it was easier to sprinkle across the floor. The cool thing about the oatmeal/corn starch was that it helped me pick up the glass as well. As I swept up the mess, I spread the oatmeal across the kitchen floor to pick up the glass. Maybe it was easier because the oil on the glass stuck to the oatmeal. I m not sure why it worked, I just know that it did!

There was one spot on the floor (the location of the main puddle) that was left with a film after I swept. Instead of washing the spot with soap and water, I sprinkled on more oatmeal and left it overnight. In the morning, I swept it up, and the floor was completely clean!

Now my floor is as good as new, with no dark oil-soaked areas in the grout!

DO NOT USE SALT. I do not know how or when salt became the go solution for oil spills but throwing salt on a greasy oily floor is not a short term solution to making your floor non-slip. In fact to the contrary salt can make your greasy floor even more slippery as well as spread unsightly salt stains around your environment (a carpet is very tough surface to get a salty greasy out of). To clean up a grease spill immediately reach for your standard degreaser mop solution and mix in proper proportions with hot water. When Mopping do not ring out degreaser solution from your mop before mopping, slosh your wet mop on to the floor and mop around the entire affected area (grease is easily spread) you may need to mop your entire kitchen to ensure the whole mess is completely cleaned when you are satisfied that the grease/oil spill as been completely soaked in degreaser go through your kitchen again with a dry mop this time and soak up all the degreaser moving your mop in a side to side motion from one side of your kitchen to the other ringing out your mop when you can not soak up anymore liquid. When you have soaked up the majority of the liquid up (a light residue will remain on the floor) let the floor dry; if you work in a professional kitchen this make take only 5-10 mins. For a home roughly a 30 mins to dry. If dryness is immediately desired industry standard paper towel can be used to soak the remaining water left on your floor.

Note: Although i completely disagree with using salt on a grease/oil spill, large heaps of salt can be used to soak up your oil spill but only large heaps. That being said large heaps of any dry powder solutions or condiment could soak up oil up.

Quite a good tip. I often have different spills in the kitchen and it s nothing. but when it s oil it s not that easy to clean it. I had no idea corn stash would do such a good work.     In the twelve months to November 2016, Full-Time Adult Average Weekly Ordinary Time Earnings increased by 2.2% to $1,533.10.

    The Full-Time Adult Average Weekly Total Earnings in November 2016 was $1,592.40, a rise of 2.2% from the same time last year.

    NOTES ON ESTIMATES

    SEASONALLY ADJUSTED ESTIMATES

    In 2012, as part of the transition from a quarterly to a biannual frequency, the ABS conducted an assessment of seasonality in the biannual AWE series. At the time, it was determined that moving to a biannual frequency eliminated seasonality for most AWE series. For these series the seasonally adjusted estimate was exactly equal to the original estimate.

    The latest annual review of seasonal adjustment parameters was undertaken for the November 2016 release and found seasonal behaviour in some existing series which had no seasonal adjustment, while there were other series for which the existing assumed seasonal behaviour has now been assessed to be insufficient to warrant seasonal adjustment. These changes to the seasonal adjustment settings have been applied to the entire published series and the relevant series are annotated in the time series spreadsheets available from the Downloads tab of this issue. See paragraphs 58 – 61 of the Explanatory Notes.
